При создании Package Project под Win 64 , компиляция проходит успешно, а вот тоже самое по Win 32 не хочет. лог ниже

mrbags вероятно исполняемый файл UE4Game.exe не скомпилирован под 32х битную версию. Тут нужно качать исходники и компилировать вручную.

kek Движок сами компилировали или откуда-то скачали? И какая версия движка?

kek Может 4.0.1? 1.0.1 нет такой, во всяком случае в 4-й версии движка. Так или иначе, скачайте новую версию (например с нашего сайта), там все должно работать.

Я скачал движок.
Но мой плагин не работает в нем и автоматом на компилирует.
Вручную я не умею.

Если дам файлы плагина и контента от 4.0.1, поможете сделать их под ваш движок?
